Dr. Rodney G. Hood
President and Chairman
A physician of internal medicine in private practice, Dr. Hood is the managing partner of the Care View Medical Group. He’s the president of the Multicultural IPA, which specializes in serving African American, Latino, Asian and Middle Eastern patients. He is a national authority on health disparities, medical history and racism in medical care. He serves on local, state and national boards and commissions and is past president of the National Medical Association. He is a graduate of Northeastern University School of Pharmacy and the UCSD School of Medicine.

Board Treasurer
Leon Kelley MD a pediatrician who practiced pediatrics in Southeast San Diego for 46 1⁄2 years. Remaining committed to his mission he cared for under privileged children until his retirement November 28, 2016.
Dr. Kelley was born and grew up in Chicago Illinois. His undergraduate work was at the University of Illinois at Chicago and medical school at Meharry Medical College in Nashville Tennessee where he received his MD degree in 1964. He completed his Internship and Residency in Pediatrics at the US Naval Hospital San Diego. Served as Chief of Pediatrics at the US Naval Hospital at Great Lakes, Illinois.
Among his past positions that extended beyond the walls of his office are, Past Board Member Rady’s Children’s Hospital San Diego, Pediatric consultant for San Diego County Head Start, Medical Director Level II Nursery Paradise Valley Hospital, Medical Director Friendship Development Services, Past Member California Governor’s Advisory Board for Child Development Programs, Director Community Medical Center, Pediatric consultant to San Diego Unified School District, Advisory Board San Diego County Health Department, Board Member Family Stress Center, Board member Jackie Robinson YMCA, Board Member Children Having Children, and Board Member Southeast San Diego Community Orchestra.
Marlayna Bollinger
Executive Director, Skinny Genes, Board Member
Marlayna Bollinger is the Founder and Executive Director of the Skinny Gene Project and subject matter expert in diabetes prevention. Under her direction, the Skinny Gene Project was the first in San Diego County and third in the state of California to be awarded Full Recognition as a Diabetes Prevention Program. Marlayna uses her strategic marketing background, and over 17 years as a diabetes prevention advocate, to build and scale sustainable, evidence-based lifestyle modification program in vulnerable communities.
Marlayna is a member of the Advisory Committee for the CDPH’s Chronic Disease Control Branch’s Diabetes Awareness and Outreach Campaign. She was a Co-Facilitator for the Coalition for Diabetes Prevention, which authored the trailer bill recommendations for the rollout and coverage of the Medi-Cal DPP. Marlayna assisted with the creation of the California State Action Plan for DPP and is an active participant in several local and statewide coalitions for diabetes prevention.
Julianne Howell
Ph.D., Board Liaison for Alliance Healthcare Foundation
Julianne R. Howell, Ph.D. is Senior Health Policy Advisor in the County of San Diego Health and Human Services Agency (HHSA), participating in the planning and implementation of numerous initiatives created under the Affordable Care Act and advising on County strategy and policy across health and human services issues. She has been actively involved in implementing the San Diego Care Transitions Partnership, San Diego’s Community-Based Care Transitions Program (CCTP) for fee-for-service Medicare beneficiaries; helping the County and local organizations prepare for and respond to the vast expansion of Medi-Cal; and developing San Diego’s approach to participating in the Whole Person Care Pilot to serve high-cost complex beneficiaries under California’s Section 1115 Medicaid Waiver “Medi-Cal 2020.
Herb Martin, Ph.D.
Board Member
Herb Martin, Ph.D. is the President of the Peak Performance Consulting Group. Dr. Martin has practiced as staff psychologist, executive coach, and organizational and sport psychology consultant over the last two decades.
He has also been responsible for the design, development, and implementation of several successful programs for athletes, executives, and pro teams. Dr. Martin has consulted to Fortune 100 and 500 companies throughout the United States and has held management positions as an EAP director for a large metropolitan city and a managed care company.
Dr. Martin has served as a consultant to the National Football League as Western Regional Evaluating Clinician for the NFL’s Program for Substances of Abuse since its inception in 1993. Additionally, as part of the NFL’s League wide efforts to ameliorate conduct related incidents among players, Dr. Martin develops and conducts Life Skills programs and trainings on a team basis. Dr. Martin is the team clinician for the Los Angeles Chargers.
Dr. Martin is also a consultant to the National Basketball Association where he is network provider to players who suffer from substance abuse disorders. He also conducted trainings for the National Basketball Developmental League and NBA’s Rookie Transition Program, and Dr. Martin has also served as advisor/consultant to NBA/NBPA Player Program departments. Dr. Martin and the Peak Performance Consulting Group have worked with the NCAA and colleges throughout the U.S. providing Leadership and Accountability programs, Life Skills, and consultation to players, coaches, and administrators.
Dr. Martin received his B.A. in Psychology from the University of Michigan and his Ph.D. in Clinical Psychology from the United States International University.
Harold Tuck
Board Member
Harold Tuck has dedicated his career to the County of San Diego. Most recently, as Chief Information Officer, Tuck was responsible for all operational and strategic Information Technology functions for the County, providing services to 17,000 County employees at over 200 facilities. One of Tuck’s primary, and highly visible tasks was ensuring that County government and its citizens received the full benefits of a multi-year, $700 million IT Outsourcing Contract, making the County the first Municipal Government to outsource all IT functions to the private sector.

Camille McBride Belsky
Board Member
Public health professional seeking to advance health equity by building relationships, providing evidence-based, systems-level solutions to complex social, structural, and health problems. Camille is interested in how research can be best used to inform programs and policies to improve the health and quality of life of marginalized communities. She enjoys collaboratively developing structures and processes to make workflows more efficient and drive projects to achieve goals and deliverables.

Dr. Richard O. Butcher
Past Board Member
Dr. Butcher, who has been a physician for more than 50 years, has served in many leadership positions in the San Diego region. He began his career in the U.S. Navy, where he was a General Medical Officer and served during the Vietnam War. His private practice in Southeastern San Diego spans generations. He’s president of the Care View Medical Group and past Chief of Staff at Alvarado Hospital. He’s past president of the National Medical Association and the San Diego County Medical Society and has served on many influential boards. He is a teacher for the American Academy of Family Practice and preceptor for the UCSD Medical School. He has won numerous professional and community awards for his distinguished service.
